மொத்தம் 24 வெற்றிடங்களை நிரப்புவதற்காக நடத்தப்படும் இந்தப் பரீட்சையானது, திட்டமிடல் துறையில் ஆர்வமும் தகுதியும் உள்ள அரச ஊழியர்களை உயர் பதவிகளுக்கு இட்டுச் செல்லும் ஒரு நுழைவாயிலாக அமையவுள்ளது.
விண்ணப்பிப்பதற்கான தகுதிகள் (Eligibility Criteria)
வரையறுக்கப்பட்ட போட்டிப் பரீட்சை என்பதால், விண்ணப்பதாரர்கள் பின்வரும் கல்வி மற்றும் சேவைத் தகுதிகளைக் கொண்டிருக்க வேண்டும்:
1. கல்வித் தகுதிகள்:
பல்கலைக்கழக மானியங்கள் ஆணைக்குழுவினால் (UGC) அங்கீகரிக்கப்பட்ட ஏதேனும் ஒரு உள்நாட்டு அல்லது வெளிநாட்டுப் பல்கலைக்கழகத்தில் ஏதேனும் ஒரு பாடத்துறையில் பட்டத்தை (Degree) பெற்றிருக்க வேண்டும்.
அல்லது, இலங்கைப் பாராளுமன்றச் சட்டத்தின் மூலம் நிறுவப்பட்ட ஒரு பல்கலைக்கழகத்தில் பட்டத்தைப் பெற்றிருத்தல் வேண்டும்.
2. பணி அனுபவம் மற்றும் சேவைக்காலம்:
விண்ணப்பதாரர் அரச சேவையில் அல்லது மாகாண அரச சேவையில் நிரந்தரப் பதவியில் நியமிக்கப்பட்டு, அந்தப் பதவியில் உறுதிப்படுத்தப்பட்டவராக (Confirmed) இருக்க வேண்டும்.
அரச நிருவாகச் சுற்றறிக்கை 10/2025 இன் கீழ் MN-1-2025 அல்லது அதற்கு மேற்பட்ட ஊதியக் குறியீட்டு இலக்கத்தின் கீழ் (MN அல்லது SL-1-2025) வரும் ஒரு பதவியில் குறைந்தது 05 ஆண்டுகள் தொடர்ச்சியான மற்றும் திருப்திகரமான சேவைக்காலத்தைப் பூர்த்தி செய்திருக்க வேண்டும்.
3. ஒழுக்காற்று மற்றும் ஏனைய தகுதிகள்:
விண்ணப்பிப்பதற்கான திகதிக்கு முன்னைய ஐந்து ஆண்டுகளில் அனைத்து வருடாந்த ஊதிய உயர்வுகளையும் (Salary Increments) பெற்றிருக்க வேண்டும்.
எவ்வித ஒழுக்காற்றுத் தண்டனைகளையும் பெற்றிருக்கக் கூடாது.
ஏதேனும் ஒரு மதத்தைச் சார்ந்த துறவிகள் (Clergy) இந்தப் பரீட்சைக்குத் தோற்ற முடியாது.
ஒரு விண்ணப்பதாரர் இந்த வரையறுக்கப்பட்ட போட்டிப் பரீட்சைக்கு 03 தடவைகளுக்கு மேல் தோற்ற முடியாது.
பரீட்சை முறைமை (Examination Procedure)
இந்தப் பரீட்சையானது சிங்களம், தமிழ் மற்றும் ஆங்கிலம் ஆகிய மூன்று மொழிகளிலும் நடத்தப்படும். விண்ணப்பதாரர்கள் பின்வரும் மூன்று பாடங்களுக்குத் தோற்ற வேண்டும்:
கிரகித்தல் (Comprehension): 02 மணித்தியாலங்கள்.
விடய ஆய்வு (Subject Oriented Study): 01 மணித்தியாலம்.
திட்டமிடல் (Planning): 02 மணித்தியாலங்கள்.
ஒவ்வொரு பாடத்திலும் சித்தியடைவதற்கு குறைந்தபட்சம் 40% புள்ளிகளைப் பெறுவது கட்டாயமாகும். பரீட்சை 2026 ஜூலை மாதம் கொழும்பில் நடத்தப்பட திட்டமிடப்பட்டுள்ளது.
தெரிவு முறைமை (Selection Process)
எழுத்துப் பரீட்சை: எழுத்துப் பரீட்சையில் பெறப்படும் புள்ளிகளின் அடிப்படையில் திறமை வரிசைப்படி (Merit Basis) மற்றும் நிலவும் வெற்றிடங்களுக்கு ஏற்ப விண்ணப்பதாரர்கள் நேர்முகத் தேர்வுக்கு அழைக்கப்படுவர்.
நேர்முகத் தேர்வு: நேர்முகத் தேர்வின் போது விண்ணப்பதாரரின் தகுதிகள் மட்டுமே சரிபார்க்கப்படும். இதற்கு புள்ளிகள் வழங்கப்பட மாட்டாது. தகுதிகள் அனைத்தும் வர்த்தமானி அறிவித்தல் வெளியிடப்படும் திகதி அன்றோ அல்லது அதற்கு முன்னரோ பூர்த்தி செய்யப்பட்டிருத்தல் வேண்டும்.
சேவை நிபந்தனைகள் (Terms of Service)
இலங்கை திட்டமிடல் சேவையின் தரம் III பதவியானது நிரந்தரமானது மற்றும் ஓய்வூதியத் தகுதியுடையது.
தேர்ந்தெடுக்கப்படுபவர்கள் ஒரு வருட தகுதிகாண் காலத்திற்கு (Probation period) உட்படுத்தப்படுவர்.
இலங்கையின் அபிவிருத்தித் திட்டங்களை உருவாக்குதல், கண்காணித்தல் மற்றும் மதிப்பீடு செய்தல் போன்ற முக்கிய பொறுப்புகள் இவர்களுக்கு வழங்கப்படும்.
அரச சேவையில் நிருவாக ரீதியான உயர் பதவிகளை அலங்கரிக்க விரும்பும் உத்தியோகத்தர்களுக்கு இலங்கை திட்டமிடல் சேவை (SLPS) ஒரு கௌரவமான களமாகும். 2026 ஜூலையில் நடைபெறவுள்ள இந்தப் பரீட்சைக்கு இப்போதிருந்தே தயாராவது அவசியமாகும். தகுதியுள்ள விண்ணப்பதாரர்கள் மே 18 ஆம் திகதிக்கு முன்னர் உத்தியோகபூர்வ இணையதளம் வாயிலாக விண்ணப்பிக்குமாறு கேட்டுக்கொள்ளப்படுகிறார்கள்.

ශ්රී ලංකා ක්රමසම්පාදන සේවයේ (SLPS) III ශ්රේණියට බඳවා ගැනීමේ සීමිත තරඟ විභාගය - 2026
ශ්රී ලංකා රජයේ ප්රතිපත්ති සම්පාදනය සහ සංවර්ධන සැලසුම්කරණයේ ප්රමුඛතම කාර්යභාරයක් ඉටුකරන ශ්රී ලංකා ක්රමසම්පාදන සේවයේ (SLPS) III ශ්රේණියේ පවතින පුරප්පාඩු පිරවීම සඳහා සුදුසුකම්ලත් නිලධාරීන්ගෙන් අයදුම්පත් කැඳවා ඇත. මෙය දැනට රජයේ සේවයේ නියුතු නිලධාරීන්ට තම වෘත්තීය ජීවිතයේ ඉහළ තලයකට පිවිසීමට ලැබෙන සුවිශේෂී අවස්ථාවකි.
මෙම විභාගය හරහා නිලධාරීන් 24 දෙනෙකු තෝරා ගැනීමට නියමිත අතර, විභාගය 2026 ජූලි මස කොළඹදී පැවැත්වීමට සැලසුම් කර ඇත.
අවශ්ය සුදුසුකම් (Eligibility Criteria)
මෙම විභාගය සඳහා අයදුම් කිරීමට බලාපොරොත්තු වන නිලධාරීන් පහත සුදුසුකම් සපුරා තිබිය යුතුය:
1. අධ්යාපනික සුදුසුකම්
විශ්වවිද්යාල ප්රතිපාදන කොමිෂන් සභාව (UGC) විසින් පිළිගත් දේශීය හෝ විදේශීය විශ්වවිද්යාලයකින් ලබාගත් ඕනෑම විෂය ක්ෂේත්රයකට අදාළ උපාධියක් ලබා තිබීම.
නැතහොත් ශ්රී ලංකා පාර්ලිමේන්තු පනතකින් පිහිටුවන ලද විශ්වවිද්යාලයකින් ලබාගත් උපාධියක් තිබීම.
2. සේවා පළපුරුද්ද සහ සේවා කාලය
අයදුම්කරු රජයේ සේවයේ හෝ පළාත් රාජ්ය සේවයේ ස්ථිර තනතුරක පත්වීම ලබා එම තනතුරේ ස්ථිර කරන ලද (Confirmed) නිලධාරියෙකු විය යුතුය.
අයදුම්පත් කැඳවන දිනට පෙර, රාජ්ය පරිපාලන චක්රලේඛ 10/2025 යටතේ MN-1-2025 හෝ ඊට ඉහළ වැටුප් කේතයක් (MN හෝ SL-1-2025) යටතේ එන තනතුරක අවම වශයෙන් වසර පහක (05) අඛණ්ඩ සහ සතුටුදායක සේවා කාලයක් සම්පූර්ණ කර තිබිය යුතුය.
3. අනෙකුත් සුදුසුකම්
අයදුම්පත් කැඳවන දිනට පූර්ව වසර පහ තුළ සියලුම වාර්ෂික වැටුප් වර්ධක ලබා තිබිය යුතුය.
රාජ්ය සේවා කොමිෂන් සභාවේ චක්රලේඛ ප්රකාරව කිසිදු විනය දඬුවමකට ලක්ව නොසිටිය යුතුය.
කිසිදු ආගමික පූජක පක්ෂයකට අයත් අයෙකු නොවිය යුතුය.
මෙම සීමිත තරඟ විභාගය සඳහා පෙනී සිටිය හැක්කේ උපරිම වශයෙන් වාර තුනක් (03) පමණි.
විභාග ක්රමය (Examination Procedure)
විභාගය සිංහල, දෙමළ සහ ඉංග්රීසි යන භාෂා ත්රිත්වයෙන්ම පවත්වනු ලැබේ. අයදුම්කරුවන් පහත සඳහන් විෂයන් තුන සඳහා පෙනී සිටිය යුතුය:
ග්රහණය (Comprehension): කාලය පැය 02 කි.
විෂයානුබද්ධ අධ්යයනය (Subject Oriented Study): කාලය පැය 01 කි.
ක්රමසම්පාදනය (Planning): කාලය පැය 02 කි.
සෑම විෂයයක් සඳහාම අවම වශයෙන් 40% ක ලකුණු ලබා ගැනීම අනිවාර්ය වේ.
තේරීමේ ක්රියාවලිය (Selection Process)
ලිඛිත විභාගය: ලිඛිත විභාගයේ ලකුණු මත පදනම්ව දක්ෂතා අනුපිළිවෙල අනුව සහ පුරප්පාඩු සංඛ්යාව අනුව අයදුම්කරුවන් සම්මුඛ පරීක්ෂණ සඳහා කැඳවනු ලැබේ.
සම්මුඛ පරීක්ෂණය: සම්මුඛ පරීක්ෂණයේදී සුදුසුකම් පරීක්ෂා කිරීම පමණක් සිදු කෙරෙන අතර ඒ සඳහා ලකුණු ලබා දීමක් සිදු නොකෙරේ. ගැසට් නිවේදනය නිකුත් කරන දිනට හෝ ඊට පෙර සියලුම සුදුසුකම් සපුරා තිබීම අත්යවශ්ය වේ.
සේවා කොන්දේසි (Terms of Service)
ශ්රී ලංකා ක්රමසම්පාදන සේවයේ III ශ්රේණිය යටතේ මෙම පත්වීම ස්ථිර සහ විශ්රාම වැටුප් සහිත තනතුරකි.
තේරී පත්වන නිලධාරීන් වසරක (01) පරිවාස කාලයකට (Probation Period) යටත් කරනු ලැබේ.
රාජ්ය මට්ටමේ සැලසුම් සකස් කිරීම, අධීක්ෂණය සහ ඇගයීම වැනි වැදගත් වගකීම් සමූහයක් මොවුන් වෙත පැවරේ.
රාජ්ය සේවයේ ඉහළ පරිපාලන තනතුරක් බලාපොරොත්තු වන නිලධාරීන්ට ශ්රී ලංකා ක්රමසම්පාදන සේවය (SLPS) යනු ඉතා ගෞරවනීය මෙන්ම වගකිවයුතු ක්ෂේත්රයකි. 2026 ජූලි මාසයේ පැවැත්වීමට නියමිත මෙම විභාගය සඳහා සුදුසුකම්ලත් නිලධාරීන් මැයි 18 වන දිනට පෙර විභාග දෙපාර්තමේන්තුවේ නිල වෙබ් අඩවිය ඔස්සේ අයදුම් කළ යුතුය.

The Department of Examinations – Sri Lanka has officially invited applications for the Limited Competitive Examination for recruitment to Grade III of the Sri Lanka Planning Service (SLPS) for the year 2026. 1. Educational Qualifications

Alternatively, a degree obtained from any university established by an Act of the Parliament of Sri Lanka is also acceptable.
2. Service Experience
The applicant must be a permanent officer in the Public Service or Provincial Public Service and must be confirmed in their current post.
Candidates must have completed at least 05 years of continuous and satisfactory service in a post categorized under the salary code MN-1-2025 or higher (such as MN or SL-1-2025) as per Public Administration Circular 10/2025.
3. Other Requirements
Applicants must have earned all annual salary increments for the five years immediately preceding the application date.
Candidates must not have faced any disciplinary punishment as defined by the Public Service Commission circulars up to the date of qualification verification.
Members of the clergy from any religion are ineligible to sit for this examination.
A candidate is allowed a maximum of three attempts to appear for the SLPS Limited Competitive Examination.
Examination Structure & Syllabus
The examination will be conducted in three languages: Sinhala, Tamil, and English. Candidates are required to sit for the following three papers:
Comprehension: A 02-hour paper designed to test the candidate’s ability to understand and interpret complex information.
Subject Oriented Study: A 01-hour paper focusing on specific knowledge relevant to the planning sector.
Planning: A 02-hour paper evaluating the candidate’s technical skills and strategic thinking regarding national planning.
Note: Candidates must secure a minimum of 40% marks in each subject to pass the written examination.
Selection and Appointment Process
Written Examination: Candidates will be ranked based on the aggregate marks obtained in the written exam. A limited number of high-performing candidates will be shortlisted for the interview process.
Interview: The interview is conducted solely for the verification of qualifications. No marks are awarded during this stage.
Appointment: Selected candidates will be appointed to Grade III of the Sri Lanka Planning Service based on the order of merit and the number of available vacancies (24).
Probation: Newly appointed officers will be subject to a one-year probation period.
Terms of Service and Remuneration
Status: The post is permanent and pensionable.
Salary: Officers will be placed on the SL1-2025 salary scale, starting at Rs. 82,150 and rising to Rs. 195,970.
